Ausweisungen können weitere politische Funktionen einnehmen, die über die staatliche Steuerung von Migration hinausgehen. Wie wir in diesem Aufsatz anhand zweier Sondertypen von Ausweisungen zeigen, können solche Maßnahmen gerade in Phasen staatlicher Konsolidierung und bei der Überlappung von Souveränitätsansprüchen als politisches right-peopling auftreten. In diesem Kontext untersuchen wir die Rolle von Ausweisungen während der kritischen Phase der deutschen Nationalstaatsbildung nach dem Ersten Weltkrieg. Für die 1920er-Jahre analysieren wir einerseits Ausweisungen von Deutschen aus anderen Landesteilen durch deutsche Landesbehörden (etwa von Württembergern aus Baden), andererseits Ausweisungen von Deutschen aus dem besetzten Rheinland durch die alliierten Besatzungsbehörden. Mit Bezug auf aktuelle Debatten um Illegalisierung und deportability von Migrant*innen betrachten wir Beispiele aus regional- und rechtshistorischen Quellen der Weimarer Republik. So zeigen wir, wie Ausweisungen sozialpolitische und ethnisch-exklusive Ziele hatten, aber auch zu einer Stärkung staatlicher Institutionen und zu einer nationalistischen Identifikation mit dem Deutschen Reich nach dem verlorenen Krieg führten.
Expulsions not only assume key roles in states’ efforts to control, regulate, and channel migration movements; they also have a variety of additional political functions. In this article, we examine two particular expulsion practices and show that they are used in processes of political ›right-peopling‹, especially in times of state consolidation and competing claims of state sovereignty. In this context, we investigate the role of expulsions in the crucial phase of German nation-building following the First World War. Our analysis of expulsion practices in interwar Germany focuses on the expulsions of Germans from individual German states by regional authorities (e.g. Wuerttemberg Germans who were expelled from Baden) as well as on expulsions of Germans from the occupied Rhineland ordered by the Allied occupation authorities. We assess regional and legal sources from German archives through the lens of current debates on the illegalisation and ›deportability‹ of migrants. Drawing on case studies, we show that expulsions were used not only to realise socially and ethnically exclusionary policies but also to stabilise state institutions. We argue that the reaction to some of these practices led to a new nationalist identification with the German Reich of the Weimar Republic.

Zwischen Weihnachten und Neujahr 1982 und 1983 fand im Frankfurter Theater am Turm (TAT) jeweils das Festival Stern.Zeichen statt, das im Untertitel „Homosexualität im Theater“ hieß. Zu den großen Entdeckungen der ersten Ausgabe zählte Georgette Dee, jene androgyne Künstler*in, die seit den frühen 1980er Jahren in ihren Bühnenauftritten unterschiedlichste Facetten von Geschlechtlichkeit aufführt, die sich nicht in einer einzelnen Identitätskategorie auflösen lassen. Für die zweite Ausgabe 1983 wurde Georgette Dee eingeladen, eine Weihnachts-Gala zu moderieren (und zu organisieren). Die Beschreibung des Auftritts lässt erahnen, mit welchem Glitter, Glamour und Camp hier gegen Heteronormativität angespielt und angesungen wurde.
In 1892, the year the American writer Pearl S. Buck was born, the US Congress renewed the Chinese Exclusion Act, initially passed in 1882, for another ten years. It sought to prevent all laborers of Chinese ethnicity from entering or reentering the US, with breaches punishable by law. Three months after her birth, Buck moved with her missionary parents to China and spent most of her life until her early forties there. During the global Cold War, Buck, already a Nobel Laureate (1938), sharply criticized US foreign policy and its racism, the ignorance of American diplomats about China, and the arrogant belief in solving conflicts in Asia through military means in her book Friend to Friend (1958). While there is little doubt about Buck’s official US nationality, her cultural belonging of choice – which decisively shaped her lifelong literary writing, in particular the novel The Good Earth (1931) that earned her the Nobel Prize – is inherently multivalent. In The Good Earth, Buck depicts the lives of Chinese peasants and their loyalty to the earth that nurtures humanity and provides all that lives on it with nutrition. In the following pages, I will discuss Buck’s bicultural biography and several aspects of this extremely popular and influential novel and, rather than viewing it as a piece of classic American literature, I will propose re-reading it as a work in the Chinese tradition of literary realism and in the context of the emerging trend of rural realism in the early twentieth century. The purpose of my re-reading of The Good Earth is to highlight less apparent global connections in the tradition of rural nostalgia and to complicate the paradigm of national literature and national history. Indeed, the earth, ruralism, nutrition, and food, as the novel describes, constitute the very foundation of human existence across borders, political camps, language barriers, and cultural differences from antiquity to the present day.
»Poverty and Famines« gilt auch heute noch als eines der einflussreichsten Bücher zum Thema Hunger überhaupt. Die Debatte um seine Ergebnisse hält bis in die Gegenwart an, auch wenn sie am schärfsten in den 1980er- und 1990er-Jahren geführt wurde. In dem schmalen Band versuchte der indische Wirtschaftswissenschaftler Amartya Sen 1981 nichts Geringeres als ein neues Erklärungsmodell für die Entstehung von Hungersnöten zu entwickeln. Sens Interesse am Hunger als wirtschaftswissenschaftlichem Thema kann aus dem zeithistorischen Kontext erklärt werden, wenn man die unterschiedlichen Diskussionszusammenhänge herausarbeitet, zu denen er mit seinem Buch Stellung bezog. Gleichzeitig erweist sich nicht zuletzt in der Corona-Pandemie, wie aktuell Sens Ansatz bis heute ist.
