During the 1970s liberal social scientists and leftist activists discussed the possible decriminalization of pedophilia. The essay argues that, while rooted in the “sexual revolution,” this debate can only be comprehended if one considers customary practices of education. The essay explores the often violent situation in residential child homes and its critique by the New Left (“Heimkampagne”) and inquires into ideas about children and young persons’ own agency. The juxtaposition of physical violence and seemingly unproblematic sexuality made advocacy for pedophiliac contacts plausible, to the degree that some adolescents of the Nuremberg “Indianerkommune” even claimed right to these encounters.
„Wife-beating is occurring every 18 seconds in the United States“, teilte das FBI 1978 mit und machte durch diesen Sprechakt deutlich, dass auch in amerikanischen Sicherheitskreisen inzwischen ein Bewusstsein für die Bedeutung häuslicher Gewalt entstanden war. Zugleich handelte es sich hierbei nicht nur um eines von vielen Verbrechen, sondern es war sogar, wie das FBI erkannte, „the largest single offense committed, and probably the least reported“. Hinzu kam, dass auch die Polizeiorgane selbst massiv von diesem Problem betroffen waren: Im Jahr 1976 standen 31% aller Angriffe auf Polizisten im Zusammenhang mit Fällen häuslicher Gewalt, „representing the greatest percentage of assaults on law enforcement officers“. Zudem starben 20% aller Beamten, die im Einsatz getötet wurden, nachdem sie einem Notruf im Zusammenhang mit domestic violence Folge geleistet hatten.
Wie klingt Sozialismus im urbanen Raum einer DDR-Bezirkshauptstadt? Diese Frage verknüpft Überlegungen zur Soundgeschichte einer Stadt mit den Aspekten Umwelt und öffentliche Hygiene. Lärm als Problemlage des städtischen Raumes auszumachen, erforderte Perspektivenwechsel, die nicht nur das DDR-Gesundheitswesen vor Herausforderungen stellte. Gesund zu werden, gesund zu bleiben, galten als Anforderungen öffentlich-administrativer Vorgaben an die private Lebensgestaltung. Die entsprechenden Voraussetzungen dafür zu schaffen, das steckte sich die sozialistische Gesundheitsverwaltung als eines ihrer Ziele und Kernaufgaben.
Die große Bedeutung des Pflegens und Reparierens in der Automobilkultur der DDR hatte Rahmenbedingungen wie etwa Versorgungs- und geplante Infrastrukturmängel, Eigenarbeit im Sozialismus und spezifische Fahrzeugeigenschaften. Selbermachen wird aber auch als möglicherweise universellere, nicht systemspezifische Form der Automobilnutzung und der Mensch-Technik-Beziehung interpretiert, wobei die Kontexte von Nutzerqualifikationen, Freizeitverhalten, Bildung, skills und deren Prestige eine Rolle spielen. Im Rahmen der automobilgeschichtlichen Periodisierung wird Eigenarbeit als Möglichkeit sloanistischer Modifikation fordistischer Einheitsfahrzeuge durch Nutzer gesehen, wobei technische Kreativität ‚von unten‘ zum Tragen kam.
Staudammbauten in Afghanistan, Ahmed Ben Bella und wie er die Welt sah, die Fotos hungernder Kinder in Nigeria und Bangladesch, amerikanische Agrarwissenschaftler, die in Manila Reissorten züchten, Chinas Werben um Afrika, eine UN-Erklärung, niemals umgesetzt, über die Errichtung einer »Neuen Weltwirtschaftsordnung« – wer hätte vor 20 Jahren vorausgesagt, dass diesen Episoden einmal symptomatische Bedeutung zugemessen würde, wenn es um das Verständnis der internationalen Politik in der zweiten Hälfte des 20. Jahrhunderts geht. Wie stark sich das geschichtswissenschaftliche Bild des Zeitraums gewandelt hat, lässt sich tatsächlich, noch vor allen interpretatorischen Einordnungen und methodischen Konzeptualisierungen, besonders eindrücklich an der Fülle neuen Wissens ablesen, das historische Studien in den letzten gut 15 Jahren hervorgebracht haben. Weltregionen, über die man wenig wusste, Akteure, die eher im Hintergrund operierten, politische Projekte, die nebensächlich erschienen, Konflikte, die als sekundär galten, sind inzwischen eingehend erforscht.
This article examines policies and practices related to Turkish teachers in West German schools in the 1970s and 1980s. Different stakeholders in Turkish education in West Germany – school administrators, parents, consular officials, and the teachers themselves – understood the role of these teachers in different ways over time, reflecting contrasting and shifting notions about the knowledge teachers were expected to pass on to Turkish pupils. In the late 1970s, West German officials began to privilege teachers’ status as migrants capable of modeling their own successful integration for pupils, reflecting new assumptions about Turks in West Germany and their futures in the country.
Over the last few years the 1970s have come into the focus of historians in Britain, France and Germany. The recent historiographical debates on the decade largely remain anchored in national contexts however. A comparative analysis of French and British narratives about the 1970s shows the degree to which historical interpretations of the decade remain shaped by contemporary perceptions, political strategies and historiographical traditions. This article argues that we need a real transnational historical dialogue in order to question and deconstruct the implicit assumptions which shape our interpretations of the decade.
Migration, Flucht und Asyl sind zentrale Themen der gegenwärtigen öffentlichen Debatte in Deutschland und Europa. Angesichts der tagesaktuellen Krisenbewältigung gerät die historische Tiefendimension von Migrationsbewegungen dabei oftmals aus dem Blick. Waren Ostasien und Europa am Ende des Zweiten Weltkriegs die Regionen, von denen die größten Flüchtlingsbewegungen ausgingen, so wurden sie seit Mitte der 1970er Jahre von der sogenannten Dritten Welt, insbesondere Afrika und Asien, abgelöst. Der sowjetische Einmarsch in Afghanistan 1979 und der daran anschließende, bis 1989 andauernde Krieg lösten den weltweit größten Massenexodus einer einzelnen Bevölkerungsgruppe nach 1945 aus. Mit dem iranisch-irakischen Krieg stieg die Zahl der Flüchtlinge ein weiteres Mal signifikant an. Der Nahe und Mittlere Osten entwickelte sich somit in den 1980er Jahren zu einer der bis heute größten Flüchtlingsregionen weltweit

In the aftermath of World War II, the political and geographical isolation of the Western parts of the former German capital also cut economic hinterland ties and caused an exodus of industrial companies. In consequence, West Berlin soon became dependent on West German transfer payments to balance the city’s budget. At the same time, a system of tax preferences was created to foster private investment and employment in the isolated city. The complex of subsidies was maintained and even expanded during the following decades though its negative economic effects became obvious in the second half of the 1960s. The article focuses the conceptual significance of subsidies in industrial policy as well as their factual impact on Berlin’s economic development from the early 1960s to the late 1980s, i.e. in a period of massive structural change. It comes to the conclusion that the persistence of subsidization should be explained primarily by its symbolic political value and by a lack of alternatives.
