In the aftermath of World War II, the political and geographical isolation of the Western parts of the former German capital also cut economic hinterland ties and caused an exodus of industrial companies. In consequence, West Berlin soon became dependent on West German transfer payments to balance the city’s budget. At the same time, a system of tax preferences was created to foster private investment and employment in the isolated city. The complex of subsidies was maintained and even expanded during the following decades though its negative economic effects became obvious in the second half of the 1960s. The article focuses the conceptual significance of subsidies in industrial policy as well as their factual impact on Berlin’s economic development from the early 1960s to the late 1980s, i.e. in a period of massive structural change. It comes to the conclusion that the persistence of subsidization should be explained primarily by its symbolic political value and by a lack of alternatives.
Die 1970er Jahre werden in der deutschen Zeitgeschichtsschreibung zumeist als Bruch- und/oder Transformationsphase wahrgenommen. Vom Ende der Zuversicht ist die Rede, von der großen Ernüchterung, vom Ende einer Art goldenem Zeitalter, den Trente Glorieuses des Wiederauf baus nach 1945. Das ist, alles in allem genommen, nicht falsch, lief doch spätestens in den 1970er Jahren die Phase der Nachkriegsrekonstruktion in Westeuropa aus. Auch gerieten zahl reiche der Institutionen der Nachkriegszeit aus einer Vielzahl von Gründen unter Änderungs- oder Anpassungsdruck. Das gilt für die Währungsordnung ebenso wie für die abgeschottete Welt der Kapital- und Finanzmärkte, von denen zumindest in einem internationalen Sinn zuvor im strengen Sinne nicht die Rede sein konnte. Überdies lief eine technische Ära langsam aus, die zumindest vordergründig das Bild der Zeit des Wirtschaftswunders maßgeblich geprägt hatte: Das fordistische Zeitalter kam an sein Ende und eröffnete damit zugleich eine Phase des intensiven Strukturwandels, in dem die alte proletarische Welt der industriellen Massenarbeit langsam und stetig an Bedeutung verlor.
